Rules and Regulations

All students are reminded to exercise the school values (Self- discipline, Integrity, Respect and Resilence) and behave responsibly at all times, both within and outside school premises. wearing the school uniform, neat personal appearance and good personal conduct must be maintained at all times.

Pledge Taking

1. Students who are Singapore citizens must sing the National Anthem and take the pledge. Students will take the pledge with the right fist clenched at the heart.

2. Students are to wear the prescribed school uniform and modification to the uniform is NOT allowed.

3. All male students must be clean-shaven at all times. Moustache and beard are NOT allowed.

4. Students are not allowed to have in their possession any weapon. They are also not allowed to bring any weapon-like item which is intended to be used to cause harm to others.

School Attire

1. The prescribed PE attire must be worn for PE lessons and CCAs, and modification to the attire is strictly NOT allowed. Students are allowed to wear their PE attire on days they have PE or PAL lessons.

2. P5 and P6 students are allowed to wear the school-issued CCA T-shirt every Thursday.

3. All school Polo T-shirts must have the name tag sewn on the left side (above the school crest).

4. All students must use school approved black shoes and black socks. Decorating the black shoes with accessories and colours is strictly NOT allowed. The black socks need to be above ankle level.

   • Attendance

1. Students are required to attend

• lessons every day and all assemblies

• all school functions as required

• remedial/supplementary classes (as informed by teachers) and

• respective CCAs

2. Parents need to inform the school of their child’s absence from school or any of the activities mentioned above. Upon returning to school, the student must produce a medical certificate or a letter from the parent/guardian, stating the reason for absence.

3. Students’ absence supported by a letter from their parent/guardian with a valid reason, for example, unwell the day after the period covered by the medical certificate, external examination for ballet or music, etc. would be denoted as Valid Reason (Private) [VR(P)]. The number of days absent due to VR(P) should not exceed 5 per semester. If a student exceeds the accepted number of VR(P) per semester, subsequent absences will be considered invalid and this will affect his/her conduct grade. Travelling during term time is generally not considered a valid reason for absence. Parents who wish to take their child overseas for vacation or to attend to personal matters should do so during the school holidays. If there is an urgent need to travel during term time, parents are requested to write in to the school.

4. Students are to be punctual for all activities and must be appropriately dressed. Students must report to school by 7.30 a.m. Students will be considered as late if they are unable to reach the assembly point outside the canteen by 7.30 a.m.

General

1.  Students must observe the 3Ps (Punctuality, Proper Attire and Proper Behaviour).

2. Students are to take good care of the school property and help to keep the school premises clean and tidy.

3. Students must put the school motto into practice: LOVE, CARE and SHARE.

4. Students are not allowed to bring the following items to school: 

• Toys

• Electronic items – For example, mobile phone, iPad, tablet, smart watch (except POSB Smart Buddy), etc.

5. No jewellery or accessories are to be worn in school. Girls are allowed to wear a pair of simple gold or silver ear rings/ear studs. Accessories such as ear rings/ear studs and nose rings are not allowed for boys.

If the above-mentioned items in Paragraphs 4 & 5 are found with the students, they will be confiscated and parents/guardians need to come to the school to collect the item(s) personally.

Mobile Phones/Smart Watches Policy

All students are strongly discouraged from bringing their mobile phones/smart watches to school. Do note that students can be contacted via the General Office and students can also use the phone in the General Office to contact parents/guardians if needed.

The use of mobile phones/smart watches^ will not be allowed during school hours including recess, CCA and after-school programmes (e.g. supplementary / enrichment / remedial lessons / learning journeys). If the mobile phone is brought to school, the phone must be switched off and kept in the school bag during curriculum hours and after-school programmes. This is to minimise disruptions to teaching and learning. Students should bear responsibility for keeping their mobile phones/smart watches safe. Students are only allowed to use their mobile phones/smart watches outside the school compound after school hours.

If the mobile phone/smart watch is (i) not switched off or (ii) not kept in bag or (iii) used within the school compound:

• First offence: Student would be advised to switch off the mobile phone/smart watch and place it in their bag and parent/guardian would be notified

• Repeated offences: Mobile phone/smart watch would be confiscated and parent/guardian would need to come to the school on the same day to collect the mobile phone/smart watch.

Students are allowed to wear POSB Buddy Watches for e-payment. However, pairing POSB Smart Buddy Tags with devices like my First Fone is not allowed in schools as myFirstFone has smartwatch-like features, such as messaging and voice/video calls, which may cause distractions and disrupt learning.

Student Discipline Framework

At Xishan Primary School, we are committed to providing a safe, respectful, and supportive learning environment for every student. Clear expectations and consistent responses help students understand boundaries, take responsibility for their actions, and make positive choices. We view discipline as an educative and developmental process. Our focus is on guiding students towards self-discipline, sound judgement, and good character. Disciplinary interventions are intended to reflect the consequences of poor choices made. All interventions are applied fairly, firmly, and appropriately, with the aim of helping students learn, reflect, and grow.

Disciplinary Consequences for Minor Offences

Serious and Very Serious Offences

An offence is considered serious when a student:

a) causes serious harm and/or disruption to self, whether physical, psychological or social, and/or

b) causes serious harm and/or disruption to others, whether physical, psychological or social, and/or

c) causes serious damage to property or resources, and/or

d) shows defiance against authorities.

If a serious offence involves a breach of the law (e.g. substance abuse, vaping, sexual misconduct, possession of weapons, scams or fraud), the school will report the matter promptly to the relevant law enforcement agencies. School-based disciplinary consequences will apply in addition to any action taken by the authorities.

Types of Serious and Very Serious Offences

Very serious offences can include Arson, Assault, Drug Abuse, Fighting, Gangsterism, Vaping (with etomidate), Sexual Misconduct, Severe Bullying and other illegal/criminal offences which result in grievous hurt.

Vaping and Substance Enforcement

Electronic vaporisers (e-cigarettes or vapes) are illegal in Singapore. From 1 February 2018, the purchase, possession, and use of such devices have been prohibited.

From 1 September 2025, etomidate and its analogues are classified as Class C controlled drugs under the Misuse of Drugs Act.

Students involved in such cases will face legal consequences as well as school-based disciplinary actions.

School-based Consequences for Vaping Offences
